Your suggestion about Newton Press worked great.
Process I used:
1. Grab a gray scale GIF image of a map from MapQuest and save
2. Save as a black/white BMP file using Paint Shop Pro
3. Create a book using Newton Press
When the image is larger than the display, a navigation tool pops up on the
MP's screen and you can pan around the image.
