I know you've been through tons of research with this, Mark, but I still
believe it can be done, for two reasons.
1) Last year, reading the online literature on www.rim.com about the
wireless PCMCIA card (which has since disappeared), I know I saw that the
card uses the 'AT command set', that is, the same command set as all
modems; therefore it should be possible to talk directly to the card to
set it up and connect to the network (one would have to find out what the
Mobitex-specific commands were, of course)
2) Downloading the Windows drivers for the Wireless PC Card and examining
the INF file reveals that the PC Card is setup as a standard serial
device, lending support to point #1.

Forget patching WyndMail; it should be possible to turn the card into a
'modem' usable by NIE. At least, that's my $0.02 CAD.
