[NTLK] NTK error under Mac OS 9.1?

Ding dang it. I'm all set to craft some wonderful Newton-y things, and
I'm getting "an unknown error" when launching NTK 1.6.4 under Mac OS 9.1.

I am assuming that this is an OS version issue since the same
configuration of NTK ran fine under 8.5.1 and 8.6 - drat. Has anyone else
run into this problem, or been able to fine a workaround? It looks like
I'm going to have to fire up one of my older Macs specifically for NTK to
run, since I can't downgrade my G4 from 9.1. If anyone has been
successful running NTK under 9.1, please let me know.
