A proxy is a server. Most ISPs have HTTP proxies for their customers.
If your ISP has one, just set it up in NetHopper in the preferences.

Newton <---> Proxy <---> Server
The Newton connects to the proxy, sends the request, then the proxy
connects to the server (unless it's also a cache and has the data in
its cache), then grabs the result and return it to the Newton.
