Umm. You grab ATA Support beta 1, then System Preferences->ATA
Preferences->Register ;-)
And until it is released, you can evaluate this piece of NewtonScript
in the NTK's inspector:

Write(StrHexDump(call ROM_GetSerialNumber with (), 0));

Another way is to install Adam Tow's NewtonID software. It's very
probably on UNNA, I know it's on AMUG and it's of course on Adam
Tow's website (http://www.tow.com/software/newton.shtml)
