Well, the money goes to special interest groups. For example the money
collected for music (also music played on the radio) goes to an interest group
called GEMA, who represent the music industry. How they then split up the
money I do not know. But I assume that, in the US, when a radio station plays
a piece of music, the money for broadcasting (or licensing) probably does not
go to Sony or Warner directly, but to some company who collects the money on
their behalf. Otherwise a radio station would have to negotiate with every
record company before being able to play a piece of music.

The money does not go to the state and it is not a tax, even though it
sometimes seems unfair for someone who really uses his equipment to produce,
copy their own stuff. On the other hand it you do not have to have a bad
conscious for making a a copy.

BTW the European Union is trying to get rid of this, as I think, consumer
friendly law.
