There is effectively no AppleTalk over USB to Serial adapter (I haven't
heard of any USB to LocalTalk adapter). The closest you can get is using
LocalTalk to Ethernet, or, more specifically, LocalTalk to EtherTalk
adapters, like the Asante's AsanteTalk and the Farallon's iPrint. I'm
personally using an AsanteTalk and I'm quite happy with it. It lets me use
any LocalTalk based devices with my Blue & White G3 that doesn't have a
LocalTalk/Serial port anymore.
