Practical??? Terrorists are not practical. Irrational techniques are
always figured out(such as guns disguised as cell phones).

Nobody can stop terrorism, but you can minimize it. The Soviets have the
least number of kidnapped officials. When an official is kidnapped, the
KGB finds out who the kidnappers are, kidnap a family member of the
kidnappers, dismember that person, send back piece by piece, hence minimal
kidnapped officials.
Sorry if I sound extreme, but too many people fought and died for their
freedom, I'm not going to dishonor them, now or ever!
I cried when I saw 'The Tomb of the Unknown Soldier' in D.C., it could have
stood for my father.

IIRC, in the UK, you have heavily armed security/military walking around
the general public.
