Looks like you got the wrong file - go here:
http://newyork.unna.org/unna/apple/connection_utils/ForPC/NewtonConnectionUt
ilites/ and get NCU_95-NT.exe and run that. That's the actual installation
program. Looks like you were trying to run the binary program without any
supporting files.
