[NTLK] Why programmatic limit of 8/32K in Notes

Why is there the 8/32K limit to the size of a single note? Is it a
kind of "block size" of sorts, making a partial 32K note less efficient
to store/search than a partial 8K note (which would explain why Apple
didn't support 64K or larger notes)?
