YES you could, but first you would have to be able to get the pkgs loaded to the newton to do that...the old chicken and egg scenario. he needs a serial cable and ncu before he can do most of the things he wants to do unless someone loads up a card for him and lets him copy it to his own card. maybe he needs to figure out who is in his area who might be able to load him up.
