I agree totally. I brought this up mostly because I feel the discussion
about the topic is useful, regardless. If the decision ends up being to
leave things as freewheeling as they have been, then all readers
(including/especially new ones) need to keep in mind that occasional
troll-storms are the price we pay for that amount of freedom.

Actually, the local police generally account for this potentially subjective
nature of the call. They whip out a sound meter, then confront the offender
with the reading and politely ask them to turn things down. Only if there
is a pattern of repeated calls is there ever a citation issued.

I expect we could work out analogous procedures on this list.
