I don't have any problems connecting with NCU under W2K (on an IBM
"Intelli"station at 800Mhz) using standard (generic) Serial, _but_ Backup &
Synchronize drop out if you don't use Slowdown. All other functions
(install, keyboard, etc) work fine. I have found that the cable has an
effect. The original Apple cable is more reliable for me than kludging
something from null modem / adaptor or Palm connect cables, but this is not
a scientific sample.
The thing about NCU is it works...or it doesn't. But if you persevere you
can normally coax it into action.

I've had good success with Win2K and NCU. Just need to use
slowdown.exe. And if you're on a Dell laptop, disable your infrared
port.
The better solution, of course, is to run Basilisk II and use ethernet.
