Is your Mac using a USB - Serial adaptor? If so, that would be the problem.
You can't use Appletalk through one of those, you have to set it as Serial
on both the eMate and on NCU.

If your Mac does have a normal serial port on it, then silly question but
you have Appletalk active, right?

As an alternative, even if your Mac has a normal serial port, if Appletalk
isn't working for you, try Serial anyways. You only need it long enough to
get your Ethernet packages installed, so the speed won't be a long-term
concern.

One final thing to clarify, you are using the Dock application, and not the
Classroom Dock, right? The eMate's 'dock' button defaults to classroom dock
unless you change it.
