Newtons may use a self-resetting fuse.

The power supply is indeed a switching type. I think I know who makes it,
I'll try to confirm and if so I'll post. Oh yeah, switchers have all sorts
of odd behaviors to watch out for, but they typically go overvoltage if
there is no load.
