Dumb question:
you have set the NCU preferences to use AppleTalk and have the right
Extension loaded (AppleTalk ADSP module)?

Do you have any chance to connect another machine to your Ethernet Hub,
because if the light on the Ethernet card lits up does not necessarily mean
that the Hub is ok?
Have you switched on AppleTalk via Ethernet on your AppleTalk control panel?
