Use Daniel Padilla's MP3Builder:

You'll need Windows NTK 1.6.1 installed first:
http://newyork.unna.org/unna/apple/development/NTK/winntk/winntk161.exe

Instructions are included within the MP3Builder archive. What this basicially
does it builds a package that will add the MP3 to the Mad MAX soup, then
delete itself.
