From the Newton Toolkit User's Guide:

     "Apple recommends that you build your application symbol
      from the application name and your company's registered
      signature, using this convention:

      name:signature

      To ensure uniqueness across third-party products Apple
      PIE (Personal Interactive Electronics) Developer Technical
      Support maintains a registry of developer signatures.
      To register your signature, contact the registry at the
      address listed at the front of this book"

Basically, you can['t register signatures anymore because the Apple PIE
division not longer exists.
