System 7.5.5 is the last "Free" fully operational Operating System availible
download from Apple.
It's Y2k compliant, and Apple will support nothing older than that on a
consumer system. (K-12 is slightly different, but for Y2k, they're strongly
advised to update ASAP)
Older versions of the Mac OS / System Software may work or function in post
Y2k, but Apple hasn't certified or completely tested the OS.

Last year 7.5.5 was free, don't know if they released 7.6 already.
7.5.5 was pretty stable though...
