There is also the possibility of a bad contact of the connector which goes
into the Newton. The connectors of off-the-shelf AC adaptors do not very
well match the requirements of the Newton, especially the spring of the
original Newton connector is often not found in the non-Apple adaptors.

2h is absolutely right with 750mA max current. With 1.2A of the original
adaptor you'll get the accu charged within about 1h or even less if it
wasn't fully discharged.
