Turns out they're PDFs, as others have reported on this list. (But no,
they have no extension on the file name.) I finally found a program
called FileTyper which clued me in. Then a quick stop at adobe.com got
me the Acrobat reader...

Now all I have to do is read thousands of pages of developer docs!
