For eMate users EZaccess and Tasks combined is probably the best
freeware solution, both are in the directory above.

StartBar from http://www.standalone.com/newtonos/index.shtml
(description with screenshots on
http://www.standalone.com/MessagePad/StartBar/content.html) does it
maybe a bit better, but costs $20
