I've been playing with Lava (automagic backlighting package) and was
having a great deal of trouble getting it unlocked. Finally, after
rummaging on Google for a while and finding this isn't an uncommon
problem, it dawned on me that that the registration number might
actually be a number rather than a code, and entered it as a value,
right-adjusted, and without leading zeros. That worked.
For anyone that might have been not able to get Lava unlocked before, it
might be worth retrying.
