Robert:

A possible solution if you are having a problem using NCU in Classic is
to make sure that the AppleTalk ADSP Tool is installed in the
extensions folder. Probably a good idea to restart Classic after
dropping the tool on the system folder. This worked for me.

If you don't have a copy of it, I'm happy to send one to you.
