Most of the european phone systems generate a dialtone
using a squarewave pattern. The US (and by default
Canadian and Mexican and South American) dialtones use
a sinewave pattern. Some PC card modems are finicky as
to whether or not they accept the squarewave dialtone.
Some of the older 14.4 modems from AT&T and Cardinal
had this problem. There was also an NEC branded modem
that was an AT&T I think. I never had a problem with
the Motorola celect and the Montana modems though...It
is safest though that when using a low-power PC card
modem in Europe that was developed for US use to
ignore the dialtone. This is set in the initialization
string and it is "AT X0" (without the quotes...btw,
that's a zero)
