You'll probably have to reboot in 9, then open AppleTalk and select AirPort.
Then, try NCU to make sure it's working. Then, reboot in X. If the network
is not available for some reason when you try to launch NCU, or if Classic
has been idle for some time and has been put to some kind of sleep, then the
AppleTalk connection through AirPort might be gone and, at that time,
AppleTalk tries to revert to LocalTalk.
