When we dropped the 1 and 2 cent coin the rounding up and down was made
mandatory by the Federal Govt. In fact many of the big chains
automatically round everything down so that even $10.04 (for example)
will be rounded down to an even $10.00. Of course I am sure that is
factored into their pricing structure!

Of course, the reason the US has not dropped the penny, as has been
threatened many times, is that everyone "knows" that merchants will
always round UP, not down.
