I use OpenOBEX on my MacOS X machine. It should work without problems
on Linux too. OpenOBEX contains a little command line application
"obex_tcp" which can be used to send and receive files (receiving via
OBEX requires that obex_tcp runs as root or suid root because it
listens on port 650). Unfortunately, obex_tcp does not run that nicely
as a daemon since it terminates after a timeout or after receving one
file, so you have to run it in a loop.

I'm not sure about a nice integration into KDE or Gnome, but on MacOS
X, I use "On My Command" to add a "Send via OBEX" Finder context menu.
Works quite nicely, and with IC/VC, you can then install packages right
from the Finder.
