[NTLK] W2K NCU install error

I am trying to load NCU 95-NT (from UNNA) on to W2K (running on VPC 6.x). I
searched the archives and I see others have it working on W2K (with
slowdown.exe). When I try to install the NCU 95-NT.exe I get the following
error message:

        [16 Bit Windows Subsystem] <window header frame name>
                "config.nt. The system file is not suitable for running
MS-DOS or Windows applications."

I see a similar error message when trying to install lookout.exe

Any insight into what I'm doing wrong?
