Actually, someone IS working on it...

In case you were wondering, the extra pads on the ROM board are just
alternate footprints for a flash based board. (not DRAM) You cannot populate
them with extra chips in the hope of increasing memory as some critical
signals are missing.

A new ROM board could have additional Flash memory though...
