You need a package called Witty Keys:

This will let you assign most key combinations on your external keyboard (or
eMate) to any key but be aware of the command keys already assigned by the
system to various functions.

To check for conflicts, hold down the Cmd (Apple) key until a view appears
listing all the commands for that context.

AFAIK there is no way of doing this with the on-screen keyboard - anyone?
