There certainly is. I've used newtonlink in the past, but am currently
using nXchange. It doesn't do a whole lot, but it transfers notes (as
plain text) back and forth between the computer and the newt, and it
installs packages, and that's all I need it to do.

There's information on the WikiWikiNewt about the various options.
