Nope. That's not it (at least not for me). I tested .mac with various numbers of folders:

24 with two levels of hierarchy
12 with two levels of hierarchy
12 with one level of hierarchy
6 with one level of hierarchy

None of them worked. Looks like this problem lies elsewhere.
