[NTLK] More about the Library soup

        Right right, point being, the Library soup is kept on internal
store even if the books are on cards which come and go all the time.
Part of the housekeeping of removing a card is to convert all the
entries in the Library soup for books on that card into "absent" format
entries. Every package built has a unique ID, so downloading the same
book onto a different store will reactivate the right entry in the
Library soup, which, being internal, is always handy.
