My though on this is that Horoshi wants downloads only from his site so that
he can directly monitor downloads numbers. If that is what he is doing, it
seems extremely reasonable for him to require that his site be the only
source for it. Other hosts will not supply this information reliably --
especially if everyone and their uncle is hosting a mirror. It is also
reasonable so that he knows the integrity of the information and download is
maintained.
