The "011" is to get an international line fromt he US and Canada, you
still drop any leading 0 that is there from an "in country" call.

As far as I know Paul, there is no country that has a leading zero that
is not related to the international dialing code so you are probably
safe, but you can check all of them (if you are really bored and have
little to do) at timeanddate.com, including how you dial to and from
any country.
