I don't know really, always hear about this but never saw it since I
don't use Windows.
But a Kernel Panic is a crash of the whole system in Mac OS X (or
flavors of Unix)
In these OS's this very rarely happens because, as Paul pointed out,
most applications don't really mess with the system and should only
occupy their own space, so they don't mess with other applications
either.
The latest version of Mac OS X (10.3 a.k.a. Panther) has been known to
be more sensitive to some faulty hardware configurations and can crash
completely in this case.
I installed it the day it came out (October 24th) and still haven't
seen one.
