[NTLK] Ethernet - Am I missing something?

I got a 3-Com 3C589C Ethernet card for my Newton 2100. I downloaded
and installed the following packages:

INETSTUP.PKG
INETENBL.PKG
MODMSUP.PKG
ISPTMPLT.PKG
LOCTSUP.PKG
NEWTDEV.PKG
ENETSUP.PKG

No errors were reported when installing the above packages. I then
inserted the card into the Newton and get an error stating it doesn't
recognize the card. Did I miss a package somewhere?
