OK.

Internet Sharing is on ("Share your connection from Built-in Ethernet
To computers using Airport"). I have Personal File Sharing, Personal
Web Sharing, and FTP Access services on. The Firewall is off. I am
not using WEP

Airport is turned on, and I have created a network on channel 11
(automatic). AppleTalk is active on the Airport.

Do I want to just keep the computer in base station mode (just sharing
the Ethernet connection over Airport)? Or, do I want to create a
network? Neither seems to work.

On the Newton, I am going to the Dock, choosing Connect via Appletalk,
choosing Connect to Other Computer. Then, the Looking For Mac OS
computers... comes up but is never successful.
