I wonder if the developer could be persuaded to release the format
specifications for a bible module in the Message?

Nothing significant if you can easily find Bible texts (other than the KJV,
NIV & RSV which The Message supports) and then find a suitable converter for
that Bible text that will format the text into something The Message can
read.

But again, there are also two minor issues with The Message:

(1) You cannot scroll up unless you first scroll down from there.

(2) The search feature isn't that good.

It would be nice if there was a revised version of The Message. But that
will never happen.
