Okay, good. Let's start by investigating the question.

What Newton are you talking about?

The OMP/100/original Newton used NiCd AAA size cells in a plastic holder. A
switch was pushed by the holder enabling charging. The alkaline battery
pack would not push the switch and would not charge the alkalines.

The 110/120/130 had NiCd AA size cells in a pack with a metal plate that
would press a switch between the center two cells enabling charging.
Alkalines would not push the switch and would not charge. Off the rack
NiCds with the center two cells wrapped in tape will enable charging.

The 2000/2100 used NiMH cells in a sealed plastic holder. It uses various
contacts on its surface along with an internal thermistor to enable
charging. The "sled" or holder for alkaline batteries does not have the
thermistor or contacts so it will not enable charging. The NiMH battery
stick can be recelled. Putting off the shelf NiMH batteries into the "sled"
will not have them charged as the sled does not have the contacts to enable
charging.

The Emate uses an internal battery pack. It is rebuildable.

The NiMH and NiCd battery packs can be revived by giving them a good smack
into a table or floor.

Next, what is a standard Newton charger?

There are two. Use the appropriate one for the model of Newton that you have.
