Here are a few items I would suggest you try.
(I'm refering to an XP box with 2.6Ghz CPU)

Start NCU and see what the
Goto the menu bar to:

Newton/Settings

Communications Tab reflects for Select Port to Listen On: COM1 (mine
shows COM1/3 since they are on the same interfupt IIRC) Speed: 38400
(this is what I have it set to)

General Tab reflects (Checked) Always Listen for Newton device

Now Close NCU.

Now start SlowDown (twice)
Now two SlowDowns are stacked on top of each other.

Goto SlowDown (A) it doesn't matter which one. and move the Speed and
Reaction settings in (or Right) two notches. Minimize. Goto SlowDown
(B) and do the same. You may need to try different settings or try
more or less instances of SlowDown but I would just give this a try...

Now it is important that you did NOT start NCU yet as SlowDown should
generally be started from my experience before NCU.
Now start NCU.

Make sure you next connect the cable and adapter(Dongle) using a
MP2x00 for this example. When connecting the Dongle to the MP2x00 the
Newt will turn ON if it was previously OFF. Goto Extras/Dock. Make
sure Connection setting is set to Serial. Now Connect. If all is
working well it should make a connection with your Newt.

One note of advice - When I first tried this on my XP box it took a
few tries. I would say that it took over 6-7 tries... Generally I
remember being impatient and have to remeber also that the Newt is
moing a bit slower than the XP Box.

My personal experience is with a W2k with a CPU of 1.5Ghz & XP with a
CPU of 2.6Ghz. in both instances I configured two slow downs two
notches from the left side.

I've walked people through before on an XP or W2k boxes.
If you'd like you can try an IM session with me while you try
configuring your XP box.
