I recently got it working with my Lucent Silver and manual address
assignment:

InternetSetup.pkg
NE2K.pkg
NIE Ethernet Support.pkg
Newton Devices.pkg

NIE-Patch-v4.pkg

LucentWaveLAN_v1p08a.pkg

Dock_TCP-1.2-en.pkg

You see, I didn't use TCP/IP support packages you used. I got it out
of the NIE 2.0.smi.
