You could pull the hard drive and hook it up to a FW bridge, then
Carbon copy clone from a system with fire wire onto the hardrive, then
reinstall the HD...
I keep a firewire bridge board around for just such occasions (and an
adapter for the little IDE drives).

Did you try booting from a known good OS9 CD holding down the C key?
Just a test of the CD drive I suppose...

Replacing the CD drive is another option.

I guess those are my current thoughts.
