Yep. "Personal Area Networks" (PAN), developed by Thomas G. Zimmerman at
IBM's Almadena Research Center, about ten years ago. I've just checked
an article I wrote about wearable computing in 2001; I knew this was old
stuff. There's a video somewhere on the web showing demonstrating the
vCard transmission via handshake.
