I was also going to suggest slowdown.exe (careful where you get it
from, a google search revealed a warning about spyware) but it sounds
like you can't even get NCU to install. Where did you get NCU from?
Corrupt floppy? A reliable source is www.unna.org (sounds like you're
new here). You'll find three utilities in the PC folder, NCK, NCU, and
Newton Package Installer.
