You probably need to correct the file type. Use an application like
packtype
see <http://www.unna.org/view.php?/macos> for the Mac application.
Just drop the Newton package on the icon and it should then install.
For Newt OS 1.3 use NCK v2

NewtonConnectionKit>
There is also a similar OS X application called Packager
