I guess the point is that regardless of wether they get mis-appropriated or
not their resale value is going to be minimal - they'll be to underpowered
(other than as a novelty item) for use in Western countries and they'll have
(hopefully) saturated the third world anyway.
They were also hoping to make the units distinctive enough that they're
easily identifiable as being part of an aid programme and that there would
be a stigma attached to stealing one (not that stops people inclined to do
this type of thing but hopefully they won't be able to sell it on).
Not having to pay a license fee for software will make a huge difference for
these systems and if they're easily 'hackable' hopefully they can spawn a
new generation of IT literate children.
