All those apps do is expose this internal feature. Why it is a good
thing to have for the user:
(a) Packages take up a tiny bit of heap even w/o running. Frozen
packages don't cost any heap, only the storage space.
(b) When restarting the Newton, it goes through all the packages
installed (doing what, build a table of packages?) which will take a
while if you have a lot of packages (e.g. 2x 20 MB cards full of books
and apps). If you freeze anything you don't need, the brick will be up
much faster.
The coolest way to handle freezing is IMHO using ICS NewtCase
(commercial app, IIRC), where you can bundle packages to sets that will
be frozen and unfrozen together when tapping on one package (e.g.
starting Newt's Cape will unfreeze all NIE packages and any other bits
needed, or tap on GPS Map and the app itself and all map containers
will be thawed together). Nice.
