In following your suggestion I realized that I was using a copy of NCU
cloned from a secondary hard drive. When I went back to the secondary
HD and used the original copy of NCU, everything seemed to work ok,
though the file sizes are quite a bit smaller than they were in the
past, for no clear reason. But it does seem to work under Tiger. Thanks
for the advice.

How about moving the old backup out of it's locations and allowing NCU
to create a new one. If it still complains, check the permission on
the location of the backup, or even better, change NCUs preference for
backup location, so that it is pointed into your home directory
(Documents?).
